A Vanuatu citizenship application should not require repeated travel, uncertain pricing or a chain of intermediaries. For internationally mobile families and principals, the ability to apply for Vanuatu citizenship remotely is central to the programme’s appeal - provided the process is handled by an authorised agent with direct operational access in Port Vila.
Vanuatu’s citizenship-by-investment programmes offer a defined route to a second citizenship without residency, a language test or an interview. Most of the process is managed digitally from wherever you are based. The oath can be taken remotely. The only in-person requirement is one biometric appointment in Dubai, followed by passport issuance once the application has completed the formal process.
The distinction matters. Remote does not mean lightly checked. Vanuatu applies due diligence before an application is lodged, and a professionally prepared file is the foundation of a predictable process.
Can you apply for Vanuatu citizenship remotely?
Yes. The documentation, due diligence review, application preparation and oath can be organised remotely. Applicants do not need to establish residency in Vanuatu, attend an interview or travel to Port Vila.
The sole physical step is biometrics in Dubai. This appointment is required for the passport process, so it should be planned around your existing travel schedule. After lodgement, approval is typically received in around 60 days. The oath, biometrics and passport then usually follow within a further two to three weeks.
These are operational timeframes, not promises of a fixed passport date. The pace depends on a complete file, a clear source-of-funds profile and the relevant government processing stages. A credible adviser should explain where those dependencies sit rather than implying that citizenship can be issued without scrutiny.
The two routes: DSP or CIIP
The first decision is whether the Development Support Programme, or DSP, or the Capital Investment Immigration Programme, or CIIP, better suits your objectives.
The DSP is the direct contribution route. For a single applicant, the all-inclusive cost is USD 135,000, comprising a USD 130,000 contribution and USD 5,000 due diligence fee. A couple is USD 155,000. Each child under 18 is USD 20,000, while a child aged 18 to 25 who is in full-time education, or a dependent parent over 50, is USD 25,000.
The CIIP is designed for applicants who value a defined impact investment alongside citizenship. It costs USD 165,000 all-inclusive for a single applicant or a family of up to four: the principal applicant, spouse and two children under 18. That amount includes a USD 110,000 contribution, USD 5,000 due diligence fee and a USD 50,000 investment in the Vanuatu Impact Fund. As the USD 50,000 is returned in full after four years, the effective cost is USD 115,000.
Additional family members under 18 cost USD 20,000 each. A child aged 18 to 25 in full-time education, or a dependent parent over 50, costs USD 25,000 each.
The CIIP investment is independently managed under a capital preservation policy. It supports coffee, cacao, vanilla and kava production with more than 300 smallholder farmers, targets returns of 5–6% a year and provides annual impact reports. There is no early redemption, so it is appropriate only for clients comfortable committing the USD 50,000 for the full four-year term.
For some applicants, DSP is the cleaner choice because it has no investment component. For others, CIIP offers a more purposeful structure: citizenship combined with participation in a managed agricultural impact fund. The right programme is determined by family composition, liquidity preferences and appetite for a four-year capital commitment, not by headline price alone.
How the remote application process works
A well-run application begins with an eligibility and document review before funds are committed. This is where experienced programme knowledge has practical value. Gaps in personal history, unclear business ownership or incomplete financial evidence are much easier to resolve before lodgement than after a file reaches the authorities.
1. Initial review and engagement
The process begins with a confidential assessment of the applicant, eligible dependants, passport history, professional background and source of wealth. At engagement, the USD 5,000 due diligence fee is paid. This initiates the formal pre-lodgement review.
Applicants should expect questions. Due diligence is not a box-ticking exercise, particularly for entrepreneurs, investors and digital-asset holders whose financial lives may span several jurisdictions. Clear source-of-funds evidence, showing how wealth was created, how funds were accumulated and how the citizenship contribution will be paid, is essential.
2. Digital document preparation
Your adviser coordinates the application forms and reviews supporting documents remotely. Depending on your circumstances, these commonly include passport copies, civil-status records, police clearances, proof of address, curriculum vitae, business documents, bank statements and source-of-funds evidence.
Documents must be consistent across the file. Names, dates, addresses and corporate interests should align with the underlying records. A capable agent does not merely collect PDFs; it identifies discrepancies early and organises the evidence so that the application can be assessed clearly.
3. Payment before lodgement
Once due diligence has cleared and the file is ready, all remaining programme payments are made in full before lodgement. This includes the CIIP USD 50,000 Impact Fund investment where CIIP is selected.
Payments can be made in USD, USDT, USDC or major cryptocurrencies at no additional cost. For clients with digital-asset wealth, this can simplify settlement, but it does not reduce the need for transparent source-of-funds evidence. The funding trail still needs to be documented to the required standard.
4. Government lodgement and decision
The authorised agent submits the completed application to the Vanuatu authorities. This is the point at which direct programme access and control of the local process matter. Stanford Knight & Partners is a government-appointed Master Agent with its Port Vila office beside the Citizenship Commission, alongside offices in Dubai and London. The firm helped write Vanuatu’s 2012 citizenship legislation, has assisted more than 1,400 families and is paid by the Government, meaning clients pay no agent fees.
No adviser can responsibly promise an outcome before due diligence and government review. What specialist preparation can do is reduce avoidable risk by ensuring that the file is accurate, complete and suitable for lodgement.
5. Remote oath, Dubai biometrics and passport issue
After approval, the oath can be completed remotely. You then attend a single biometric appointment in Dubai. Passport issuance generally follows within two to three weeks of approval, oath and biometrics progressing through the required stages.
This structure makes Vanuatu particularly practical for clients in Dubai, London, Hong Kong and other international business centres. It retains an in-person identity safeguard while removing the need for a residency period or a trip to Vanuatu simply to complete the application.
What a Vanuatu passport is, and is not
A Vanuatu passport provides visa-free, visa-on-arrival or e-visa access to more than 100 countries and territories. It does not provide visa-free access to the United Kingdom or the Schengen Area. Travel requirements can change, so passport planning should always be based on your actual destinations, not a generic country count.
Citizenship can also broaden a family’s long-term mobility and contingency planning. However, it does not by itself alter tax obligations. Tax treatment depends on tax residency, domicile and individual circumstances; applicants should take advice from a qualified tax professional before making decisions based on tax planning.
The real value of a remote process
The advantage is not simply that paperwork can be signed from your office or home. It is that the process can be controlled: eligibility reviewed before submission, costs defined in advance, payments made on a known schedule and only one physical appointment required.
For the right applicant, Vanuatu citizenship is a practical diversification decision rather than an administrative burden. Choose the programme that fits your family and capital objectives, prepare the due diligence evidence properly, and treat the Dubai biometrics appointment as the final personal step in an otherwise remotely managed process.
