Vanuatu Dual Citizenship Eligibility Explained

Vanuatu dual citizenship eligibility explained: family status, due diligence, the DSP and CIIP routes, costs and the remote process.

By Pedro Torres, Stanford Knight & Partners

For internationally mobile families, Vanuatu dual citizenship eligibility is not simply a question of whether you can fund an application. The decisive issue is whether your family structure, documentation and background can withstand government due diligence before a file is lodged. Get that assessment right at the beginning and Vanuatu can offer one of the clearest remote citizenship routes available.

Vanuatu permits dual nationality, so successful applicants do not need to surrender their existing citizenship under Vanuatu law. Whether you may hold another nationality also depends on the rules of your current country of citizenship. That is a separate question worth confirming before proceeding.

Who can qualify for Vanuatu dual citizenship?

The Vanuatu citizenship programmes are designed for qualifying principal applicants who meet the Government's due diligence standards and make the required contribution or investment. There is no residency requirement, language test or interview. You do not need to relocate to Port Vila or establish a local business to apply.

That simplicity should not be mistaken for a light-touch process. The Citizenship Commission will expect a coherent application that explains who you are, how your wealth was created and why the documents in your file support the declarations made. Identity records, civil-status documents, police certificates and evidence of source of funds must align. Discrepancies, unexplained financial activity or adverse due diligence findings can prevent an application from moving forward.

For high-net-worth applicants, the practical eligibility test is often documentary rather than financial. A well-funded applicant can still encounter difficulty if names vary across passports and bank records, a past address is omitted, or the source of capital is poorly evidenced. Early review is therefore a compliance exercise, not an administrative formality.

Including a spouse, children or parent

Vanuatu's programmes allow a principal applicant to include a spouse and eligible dependants in the same application. Eligible family members are children under 18, children aged 18 to 25 who are in full-time education, and dependent parents aged over 50.

The relationship and dependency evidence matters as much as the category itself. For an adult child, full-time education and dependency should be demonstrable. For a parent, the application must support the claimed dependency. Families should also plan around timing. A child approaching 18, a change in university enrolment or a forthcoming marriage can affect how the file should be structured.

Each person included is assessed as part of the application. Adding a family member is not merely a pricing decision. Their identity documents, police clearances where required and civil records must be ready to the same standard as those of the principal applicant.

The two routes that determine eligibility and cost

Once eligibility is established, the choice is between the Development Support Programme, known as the DSP, and the Capital Investment Immigration Programme, or CIIP. Both lead to Vanuatu citizenship. The distinction is how the capital is allocated and whether an applicant wants an investment component alongside the Government contribution.

Development Support Programme

The DSP is the direct-contribution route. For a single applicant, the all-inclusive cost is USD 135,000, comprising a USD 130,000 contribution and USD 5,000 due diligence fee. A couple costs USD 155,000 all-inclusive.

An additional child under 18 costs USD 20,000. A child aged 18 to 25 in full-time education, or a dependent parent over 50, costs USD 25,000 each. It is a straightforward option for applicants who prioritise a defined contribution and do not require an investment element.

Capital Investment Immigration Programme

The CIIP is structured differently. It costs USD 165,000 all-inclusive for a single applicant or a family of up to four: the principal applicant, spouse and two children under 18. This comprises a USD 110,000 contribution, USD 5,000 due diligence fee and a USD 50,000 investment in the Vanuatu Impact Fund.

Because the USD 50,000 investment is returned in full after four years, the effective cost is USD 115,000. The fund has no early redemption option, so this route suits applicants comfortable committing that capital for the full term. Additional children under 18 cost USD 20,000 each, while a child aged 18 to 25 in full-time education or a dependent parent over 50 costs USD 25,000 each.

The Impact Fund invests in coffee, cacao, vanilla and kava, supporting more than 300 smallholder farmers. It is independently managed under a capital preservation policy, targets returns of 5–6% a year and issues annual impact reports. For a family office principal or impact-minded entrepreneur, that creates a different proposition: citizenship paired with a defined agricultural investment mandate. It is not the right route for everyone, particularly where liquidity before four years is essential.

What payment timing means in practice

Eligibility should be confirmed before funds are committed. On engagement, the USD 5,000 due diligence fee is paid. Everything else, including the USD 50,000 CIIP investment where applicable, is paid in full before lodgement.

That payment structure makes accurate pre-lodgement preparation essential. It also means applicants should work with an adviser that can identify likely compliance issues before the file reaches the Citizenship Commission. Stanford Knight & Partners is a government-appointed Master Agent that specialises exclusively in Vanuatu citizenship by investment, with operational presence in Port Vila beside the Citizenship Commission as well as Dubai and London.

Applicants may pay in USD, USDT, USDC or major cryptocurrencies at no additional cost. For digital-asset holders, the convenience does not remove the need for source-of-funds evidence. A clear, traceable record of how assets were acquired, held and converted remains central to a credible application.

The process after eligibility is confirmed

A properly prepared application moves through document collection, due diligence review, payment and lodgement. Approval is typically issued around 60 days after lodgement. Following approval, the oath, biometrics and passport issuance generally take a further two to three weeks.

The oath can be completed remotely. The only in-person step is one biometric appointment in Dubai, which keeps the programme practical for applicants based in London, the Gulf, Asia or other international business centres. Timelines remain dependent on document readiness, government processing and each family's individual circumstances, so they should be treated as a planning framework rather than a fixed passport date.

A Vanuatu passport provides visa-free, visa-on-arrival or e-visa access to more than 100 countries. It does not provide visa-free access to the United Kingdom or the Schengen Area. For many clients, the value lies in lawful passport diversification, travel flexibility and an additional citizenship option for the family, rather than a single headline travel claim.

Eligibility is also a strategic question

A second citizenship does not, by itself, reduce tax. Tax treatment depends on residence, domicile, citizenship and the rules of the relevant jurisdictions. Anyone considering Vanuatu citizenship as part of a wider wealth, succession or mobility plan should take tailored advice from qualified tax and legal professionals.

The strongest Vanuatu applications begin before the form is completed. Establish the correct family composition, test the evidence behind every declaration and choose the route that fits your capital priorities. That is how eligibility becomes a well-managed outcome rather than an assumption.
