Vanuatu runs one of the fastest, simplest citizenship by investment programmes in the world. There is no residency requirement, no interview, no language test and no need to travel to Vanuatu during the application. Processing takes as little as 45 days from application to passport.

This guide covers everything you need to make a decision: the two programmes, what they cost, who qualifies, how the process works, what the passport actually gives you, and what has changed in the last eighteen months. It is written by Stanford Knight & Partners, the government-appointed Master Agent whose senior team helped draft the legislation that created the programme in 2012.

What is Vanuatu citizenship by investment?

Citizenship by investment (CBI) is a legal route to full citizenship in exchange for a financial contribution to a country. Vanuatu introduced its first programme in 2012 and has refined it since. Today there are two pathways, both administered by the Citizenship Commission of Vanuatu and both leading to the same outcome: full, lifelong, hereditary citizenship and a Vanuatu passport.

The programme is contribution-based rather than residency-based. You do not need to live in Vanuatu, buy property there or visit during the application. Due diligence is carried out by Vanuatu’s Financial Intelligence Unit (FIU) before your application is formally lodged, which is a large part of why the process is so quick once it reaches the Commission.

The two programmes: DSP and CIIP

Development Support Programme (DSP)

The DSP is the original contribution programme. You make a non-refundable contribution to the Government of Vanuatu and, once approved, receive citizenship.

Capital Investment Immigration Programme (CIIP)

The CIIP combines a lower government contribution with a redeemable investment in the Vanuatu Impact Fund.

  • Price: USD $165,000, all-inclusive
  • Made up of: $110,000 government contribution + $5,000 due diligence + $50,000 redeemable investment
  • Family: one price from single applicant to family of four. Beyond four: additional child under 18 $20,000, child 18–25 in full-time education $25,000, dependent parent aged 50 or over $25,000
  • The investment: your $50,000 is returned after four years, together with any investment returns. The fund targets 5–6% per annum under a capital preservation policy. It cannot be redeemed early.
  • Effective cost: $115,000 once the investment is returned
  • Best for:couples and families, and anyone who wants the lowest net cost over time

The Vanuatu Impact Fund is independently managed under a capital preservation policy and supports more than 300 smallholder farmers and 3,000+ farming families across coffee, cacao, vanilla and kava on smallholdings throughout the archipelago, with capital never exposed to any single crop, island or season. Investors are issued redeemable preferential shares in the fund holding company, with no separate company registration required, and receive independent annual impact reports. Stanford Knight is the only agent offering CIIP through this fund.

Which one should you choose?

Family size and time horizon are the deciding factors. A single applicant who wants the lowest upfront cost chooses the DSP at $135,000. A couple or family, or anyone happy to wait four years for the lowest net cost, chooses the CIIP: a family of four pays $165,000 on the CIIP against $185,000 on the DSP, and gets $50,000 back. Either way, settle your family composition before lodgement; adding dependents later is possible but costs more than including them at the outset.

What the price includes — and what it doesn’t

Stanford Knight is paid directly by the Government of Vanuatu. That means the prices above are the complete cost: government fees plus due diligence, nothing else. There are no agent fees and no hidden charges.

This matters because most of the roughly 60 registered agents add 10–20% on top of government costs, and some advertise prices below the legislated minimum. Vanuatu law sets the contribution amounts. If you are quoted less than $135,000 for the DSP or $165,000 for the CIIP, something is being left out, and the Commission can revoke citizenship obtained through non-compliant channels.

Who is eligible?

The requirements are straightforward. You must:

  • Be 18 or older
  • Hold a clean criminal record, evidenced by police clearances from your countries of citizenship and residence
  • Pass FIU due diligence, including a check against international sanctions and watchlists
  • Demonstrate a legitimate, verifiable source of funds and good financial standing
  • Meet the Commission’s nationality rules. Russian nationals are accepted. Nationals of Iran, Syria, Iraq, Yemen and North Korea are accepted only where they can show at least five years’ residence outside their home country

Your spouse, children under 18, children aged 18–25 in full-time education and dependent parents can be included (parents aged 50 or over on the CIIP; 55 or over on the DSP).

How the process works

The whole process is remote. The only in-person step is a short visit to a biometric collection point for passport issuance, which can be arranged in a number of cities.

1. Consultation. A confidential 45–60 minute conversation with a senior adviser. We assess eligibility, recommend the right programme and answer every question. No commitment and no fee.

2. Engagement (1–2 days). An engagement letter sets out scope, timeline, costs and responsibilities. An initial deposit secures your place.

3. Document collection (7–14 days). A checklist tailored to your circumstances, uploaded through our secure client portal. The [document checklist](/document-checklist/) sets out what is needed.

4. Due diligence (days 5–21). Background checks, financial verification and sanctions screening by the Commission and Financial Intelligence Unit. Our team answers government queries directly and immediately.

5. Application preparation (5–7 days). Every document reviewed, verified and formatted to government standards, and checked twice before submission.

6. Government submission (1 day). Lodged directly with the Citizenship Commission by our Port Vila team. Because our office is adjacent, initial queries are handled the same day. The balance of fees is paid before lodgement.

7. Approval, oath and passport (7–14 days). Approval received, the oath of allegiance administered remotely via a consulate or embassy, biometrics collected, and your passport issued and delivered securely.

Payment options

What a Vanuatu passport gives you

Visa-free travel

Honesty is important here because a lot of what is written online about the Vanuatu passport is out of date. Vanuatu lost visa-free access to the UK in 2023 and to the Schengen Area in December 2024. As of 2026, the Vanuatu passport gives visa-free, visa-on-arrival or e-visa access to 100+ countries and territories, including Singapore, Hong Kong, Macao, Malaysia, Russia, Fiji, most of the Caribbean and Pacific, and preferred access across the Commonwealth. If your primary goal is European travel, a Caribbean programme may suit you better and we will tell you so. If your goals are tax efficiency, banking access, a Plan B for your family or business mobility in Asia and the Pacific, Vanuatu remains hard to beat on cost and speed.

Tax

Vanuatu has no personal income tax, no capital gains tax, no inheritance tax and no wealth tax. There is no tax on cryptocurrency gains. Citizenship and tax residency are separate things, and becoming a citizen does not by itself change your tax position in the country where you currently live. If tax planning is part of your objective, take advice on residency as well as citizenship.

Hereditary citizenship

Vanuatu citizenship passes to your children and to their children. A child born after you become a citizen is entitled to citizenship by descent. This is one of the strongest arguments for the programme as a family asset rather than a travel document. The passport itself is a biometric e-passport compliant with ICAO standards, valid for ten years and renewable indefinitely.

Business and banking

Vanuatu is an English- and French-speaking Commonwealth member with an established international financial centre. Citizenship opens access to Vanuatu company formation, banking relationships and a jurisdiction with progressive digital-asset regulation.

The country itself

Most citizenship by investment clients never intend to live in the country whose passport they hold. Vanuatu is worth a second look on that front, because unlike most contribution programmes it is somewhere people genuinely choose to live.

The Republic of Vanuatu is an archipelago of 83 islands in the South Pacific, east of Australia and west of Fiji, independent since 1980. The name means “Our Land Forever”. It is a member of the United Nations, the Commonwealth, the Pacific Islands Forum and the World Trade Organisation, with a legal system based on English common law and three official languages: English, French and Bislama.

It is clean, green and largely organic by default. Agriculture on most islands has never used synthetic inputs; the coffee, cacao and kava that lead its exports are grown the way they have always been grown. The islands regularly feature in surveys of the world’s happiest places, and Vanuatu topped the Happy Planet Index the first year it was published. Crime is low by regional and global standards, and Port Vila supports a settled expatriate community with international schools, modern healthcare, reliable telecommunications, and Australian, New Zealand, French and local banks including ANZ, BSP, BRED and the National Bank of Vanuatu.

Diplomatically, Vanuatu follows a long-standing “friends to all, enemies to none” policy. It is non-aligned, on good terms with Australia, New Zealand, France, China, the United States and its Pacific neighbours, and not a party to any of the geopolitical disputes that increasingly shape where a second passport is welcome. For a Plan B, that matters.

It is also easy to reach. Bauerfield International Airport in Port Vila has regular direct flights from Australia, New Zealand, New Caledonia, Fiji and the Solomon Islands, and Port Vila is three hours from Brisbane and Sydney.

None of this is required of you. There is no residency obligation and you never need to visit. But of the lower-cost citizenship programmes available in 2026, Vanuatu is the one where the country behind the passport is a place you might actually want to spend time.

What changed in 2025 and 2026

A few developments worth knowing about if you have been researching for a while:

Fund rename and expansion. The fund launched in 2024 as the Vanuatu Coffee Impact Fund, focused on organic Arabica on Tanna. It is now the Vanuatu Impact Fund, approved to operate across the primary sector nationally: coffee, cacao, vanilla and kava on smallholdings across all 83 islands. The investment structure is unchanged. The fund passed its government audit in 2025.

Biometric passports. Vanuatu now issues ICAO-compliant biometric e-passports, which require biometric data capture. This adds a short in-person step to what is otherwise a fully remote process. Stanford Knight arranges collection appointments for clients.

New competition in the Pacific and beyond. Nauru, which changed its name to the Republic of Naoero in August 2026, launched a contribution programme in 2025 and is currently running a discounted $90,000 offer. São Tomé and Príncipe launched a $90,000 programme in the same year. Both are cheaper on headline price, but both are non-refundable donations with newer track records and, in São Tomé’s case, a weaker passport. Tighter agent oversight. The Commission continues to act against sub-agents advertising below legislated pricing. Verify any agent’s authorisation directly with the Commission before you pay anything.

Choosing an agent

Only a government-appointed Master Agent can lodge applications directly with the Citizenship Commission. Everyone else is a sub-agent working through one. Ask three questions of anyone you speak to: What is your government authorisation number? Where is your office in Port Vila? Is your quoted price the complete cost, including your own fees?

Frequently asked questions

How long does Vanuatu citizenship take?

As little as 45 days from application to passport, fully managed. Document collection at the start typically takes one to two weeks depending on how quickly you can gather what is needed.

Do I need to visit Vanuatu?

No. The application is fully remote. Biometric collection for the passport can be done at designated locations outside Vanuatu.

Is dual citizenship allowed?

Vanuatu permits dual citizenship. Whether your current country permits it is a question for your own jurisdiction.

Can I get my $50,000 back early on the CIIP?

No. The investment has a fixed four-year term. It is returned in full, plus any returns, at the end of that term.

Can I add family members later?

Yes, at the published rates: on the DSP a spouse is $20,000 and a child under 18 is $15,000; on the CIIP, beyond the family of four, an additional child under 18 is $20,000, a child 18–25 in full-time education is $25,000 and a dependent parent aged 50 or over is $25,000. There is no separate penalty for adding a dependent after lodgement, but it is simpler to include everyone at the outset.

Does Vanuatu citizenship give me EU visa-free travel?

No. Schengen visa-free access ended in December 2024. If European travel is your priority, book a consultation and we will discuss whether a different programme is the better fit.

Are there agent fees?

Could my citizenship be revoked?

Citizenship properly granted is permanent. It can only be challenged where false information was provided in the application, which is why we verify everything before lodgement.
