The Principal Citizenship Pathway

The Development Support Programme is Vanuatu’s principal citizenship pathway. A single contribution of USD $135,000 provides full Vanuatu citizenship and a passport for the principal applicant. Spouses, children and dependent parents are added at published per-head fees during the application.

Average processing time is 60 days. The application is 100% remote — no travel required. (Biometric centre attendance is required for passport issuance.) Your citizenship is permanent, hereditary, and carries no ongoing fees or obligations.

Who Qualifies for DSP?

You are eligible if you:

  • Have a legitimate, verifiable source of funds.
  • Have a clean criminal record (no serious convictions).
  • Are in good financial standing (no bankruptcy, no outstanding judgements).
  • Can provide professional and financial references.
Dependent family members:
  • Dependent children can be included at published rates.
  • Dependent parents (over 50) can be included for an additional fee.
You may face additional assessment if:

Is DSP a donation or an investment?

DSP is a non-refundable contribution to Vanuatu’s national development fund. It is not an investment and is not returned.

Can I include my parents in my DSP application?

Yes, dependent parents over 50 can be included for an additional $25,000 each. This requires individual assessment during your consultation.

Can I include my children in my DSP application?

Yes. Children under 18 are $20,000 each. Children aged 18–25 in full-time education are eligible at $25,000 each.

What if I need to process faster than 60 days?

Expedited processing may be available in certain circumstances. Discuss this with your adviser.

Is the $135,000 paid in one lump sum?

Payments are phased. The $5,000 due diligence fee is paid first; 25% of the government contribution is paid before submission, and the remaining 75% on approval. Your adviser will walk you through this during your consultation.
